COIL was conceived in 1985 by four sets of parents who
wanted something for their adult children who had a physical disability. At that time,
only two options were available: a nursing home or a group home. Because most of these
individuals were capable of managing their own affairs, neither option was acceptable. In
addition to long-term and short-term transitional living programs, COIL offers a planned
professionally-managed program of job development and training. The program, known as
Vocational Adjustment Training, helps participants obtain job skills necessary for
successful employment.
